Food donation

TICONDEROGA — NG Advantage recently donated a full pallet of nonperishable food items to the Ticonderoga Food Pantry. The contribution will help the pantry serve families and residents of Ticonderoga and Putnam by providing ingredients for warm meals.

"NG Advantage is committed to supporting the communities we and our clients serve," NG Advantage CEO Rico Biasetti said in a media release. "We are thankful for the opportunity to make an immediate, positive impact on our neighbors in need, especially during the holiday season, and hope other companies will join the effort as well."

The Ticonderoga Food Pantry has already handed out dozens of Thanksgiving dinners to local families.

"These kinds of generous donations help to ensure that we are prepared to serve the community that relies on us for resources throughout the year," said Margaret Beurelein, the pantry's director.

NG Advantage customer International Paper recommended the pantry as an important community organization that could use donations.

NG Advantage provides the economic and environmental benefits of clean-burning natural gas to boiler and kiln operators located beyond the reach of pipelines via one of the largest virtual pipeline trailer fleets in the U.S.

The company's current customers include large regional hospitals, paper mills, asphalt plants, food processors, industrial dry cleaners, manufacturing facilities and local distribution companies. The company, which is majority owned by Clean Energy Fuels, is expanding nationwide from its base in the Northeast.

Holy cow people. I am really stunned and speechless. I am SHOCKED by how many times Matt Smith of XNG Xpress Natural Gas lied tonight.
  • "The trucks cannot explode". BULLSHIT.

    We know the Potential Impact Radius from explosion is at least 1,200 ft, from the Indianapolis CNG trash truck explosion.

  • "One driver was injured". BULLSHIT.

    All 3 drivers involved in rollover crashes we're hospitalized, two had life-threatening injuries.

  • "The trucks are not overweight." BULLSHIT.

    We have proof, a leaked weight ticket showing an XNG combo weighing nearly 81,000 lbs.




  • "We deliver 40 trips per day." BULLSHIT!
    We have counted 4-5 trucks PER HOUR. This means 96-120 trucks/day.

    This is confirmed by a slide presented by Iroquois Pipeline Company, showing they are receiving 50,000 dth/d by truck, and the capacity of the trucks are 350 dth/load*. This requires 50000/350= 143 trucks per day. 

    (The capacity of a Hexagon Titan is really 364 dth/load, and the Quantum VP Lite is ~473 dth/load. Each trailer type seems to make up about 1/2 the fleet. The average between the two types is ~418 dth/load. This still requires 50000/418= 120 trucks per day, or 5 per hour. THIS IS EXACTLY WHAT I HAVE PERSONALLY OBSERVED.




  • "We care about human lives". BULLSHIT.

    If you cared about anything other than profits, your trucks would stay on the Interstate highways.

  • "Our drivers are experienced, well trained, the best". BULLSHIT.

    XNG has extraordinary turnover. We know from former drivers there is no 3-day driver qualification, or specialised training about the particular combo (Tractor+Trailer) they'd be driving. Many drivers have no prior HAZMAT. The drivers often aren't given equipment manuals or safety manuals, no instruction on what to do in a crash, etc.

  • "There were just three motor vehicle incidents". BULLSHIT.
    (At least 4 that we know of. The one Matt wants to conveniently forget was 5/27/2017, where a trailer spontaneously vented and blew its entire load. First Responders closed 3/4 lanes of traffic on I81 and BOTH lanes of the Front Street exit.)


  • "There was never any release of gas". BULLSHIT.

    (There was a release of gas in every case! I will have a video coming out about this soon-- with PROOF!)
  • "Methane is good for air quality, good for ozone." BULLSHIT!

    (According to the IPCC: Methane is at least 86 times more potent as a greenhouse gas than CO2 in the short term, and >100 times more powerful during the time the gasses persist in the atmosphere. SOURCE: Intergovernmental Panel on Climate Change. Climate Change 2013: The Physical Science Basis. Cambridge: Cambridge University Press; 2013)
  • "The new (gas-fired) compressor at Manheim is for redundancy." BULLSHIT.

    It has a completely different function! It was part of the major Flow Reversal Project built in Jan 2017, which XNG installed in near SECRECY. No mention to the PSC, the DEC, or FERC.
  • "We have all needed permits." BULLSHIT.

    (No FERC certificate for any NY or PA facility, no permit for ANY compressor: 5 or 6? in NY and 2 in PA, XNG LIED to the NYS PSC and LIED to the local planning board when asking for a building permit)... That's just for starters.
I have been working to expose the toxic contamination incidents of the oil and gas industry for almost a decade. And how they use Public Relations professionals and Crisis Communication experts to spread disinformation.
During that time, I've seen some notorious, shady operators. Incompetent, and/or Malicious, Liars and Thieves: Inflection Energy. Williams Partners, Cabot Oil and Gas, WPX, Crestwood, Spectra Energy. Chesapeake Energy....
But these Rogues at XNG are exceptional, standing out with distinction in an industry of bandits.
Ya know, I'm not a big fan of prisons. But if there are to be them, then they should be for violent, pathological lying psychopaths, without a moral conscience, who endanger many lives in their search for profit.
Matt Smith and Seth Berry, co founders of XNG Natural Gas are *DAMN LIARS*. They should be in restraints to protect public safety. Their business practices are inherently unsafe and PLAIN STUPID. These operations should be seized and shut down by law enforcement.

First Report on XNG's Dog/Pony show in Otsego County tonight

The meeting started with a drab powerpoint presentation from Matt Smith, the XNG representative. It was followed by serial presentations by NYSDOT, the State Troopers, and Art Klingler, the Otsego County Emergency services Coordinator. It should come as no surprise that each of these presenters alternated between three points: 1)  telling us what a great job they are all doing keep us all safe; 2) telling us all of the many laws involved  that are being strictly complied with; and 3) telling us that we can call 911 or write to them if we notice any law violations or have any concerns whatsoever. A very cozy picture of wrap-around protection from our efficient police and first responder forces. NONE of them expressed any concern whatsoever for the reality of the situation.

This continued until the attendees became a bit exasperated. Someone living near Canadarago Lake stood up and asked "Why aren't you addressing the REAL question which is why are these trucks not on the interstate???" This created a breach in the dyke and the audience started launching questions from the floor. Matt Smith kept repeating the company line that there was no reason for concern, which did not make sense. The proceedings were recorded and those interested should view the video but here is a brief summary of what we learned:

XNG was founded in 2012 but did not start  transporting  gas for insertion INTO the pipeline at Manheim until 2017, so this is quite a new process.

XNG claims it was given a permit by Manheim to both insert gas and extract gas from the pipeline. (We do not believe this is true.)They stated they did not notify Towns along the route of the SEQRA proceedings because at the time they did not know what the routes would be. (This appears to be a violation of SEQRA.)

Currently XNG hauls approximately 40 loaded trucks to Manheim everyday. The same amount return unloaded. They would not disclose how many trucks they plan to eventually put on the roads. They also refused to disclose what number of trucks are used to deliver gas to end users. (It was  suggested that this was in the range of only 1%.)

XNG admitted that even is more pipelines are built they will continue to grow their "off pipeline" business and do  not see their business model as competing with pipelines.

We were told that the  canisters that hold the gas are like "scuba tanks" and could be safely  emptied and re-filled up  to a thousand times. They are to be re-tested very 5 years.

Also we were old that in the event of an emergency the gas would be released into the air and would do no harm to the environment and no risk of explosion or fire. (This seemed at odds with the need for trained emergency responders and evacuation of the community around any accident and prior accidents in which CNG fires occurred. These inconsistencies were never explained.)

The Company operates on a "drop and swap" model where trucks are emptied and then taken away to be refilled and brought back up.
The drivers are expected to do 2 round trips per day with 14 hour per shift limited to 11 hours of drive time.

The company chooses its routes strictly based on efficiency and safety. Efficiency is calculated based on directness of the  route, low traffic, and low tolls. Safety is ostensibly assured by compliance with applicable  regulations that apply to all trucks.  They carry 5 million in liability insurance. They claim to have an excellent safety record although 3 accidents have occurred this year alone. Each of the accidents is attributed to driver error although evidence exists that the drivers lost control due to lack of adequate shoulders.

When questions became bit  too challenging, the audience was asked to remain "respectful of our guests". The irony that XNG was not operating respectfully of the community was never considered.

HERE IS THE REASON (IMO) FOR THE REGULATORY FAILURE:

  1. Virtual Pipeline #BombTrucks are brand new (Just 5 years on US roads)
  2. The law is silent on #BombTrucks, because they are new.
  3. Regulators are empowered by the statutes.
Conclusion / PARADOX:
When some new threat comes to town which was not anticipated by law,
then the regulators will clearly lack the authority to deal with it. 
SUCH A SITUATION REQUIRES EMERGENCY ACTION FROM THE STATE
in order TO PROTECT LIVES.

NYS PSC, FERC, US DOT, NYS DOT, PennDOT...?

What happens if the First Responders -- chartered to protect public health and safety
-- get too cozy with the greatest threat to public health and safety?

We have seen this in Pennsylvania in many different contexts:

(Police, Fire, and Hospitals take money from industry, then perform questionably
during an incident involving the grant-maker corporation, which happens also
to be a great threat to public health and safety).


MOST IMPORTANT QUESTIONS

TOPIC: Before we can create an Environmental Impact Statement,
or a Quantitative Risk Assessment, we need to know two things:

1) Potential Impact Radius (for BOTH explosion and fire)
2) The Exact Routes used to Customers.
We know NEITHER of these things!

Here are questions which drive this home:

  • What is Potential Impact Radius of a Hexagon Titan or a Quantum VP-Lite trailer
    under a worst-case explosion scenario? (Explosive PIR)
  • What is the Potential Impact Radius of a Hexagon Titan or a Quantum VP-Lite trailer
    under a worst-case fire scenario? (Thermal PIR)

  • Describe the routes XNG drivers take to each customer. 
We DO NOT KNOW the risks now! We are just guessing. We lack critical data.

  • Have the Risks of this activity been accurately assessed?
  • Does a Quantitive Risk Assessment exist for this activity?
  • Have the identified risks been Mitigated?
  • How did XNG's Profit Margin impact the choice of driving these trucks
    corporate Risk/Benefit analysis
Are all applicable laws being followed?

  • Have the FMC requirements for HAZMAT training been followed, etc?

  • Does XNG require their drivers to follow all applicable laws,
    local, DOT, FMCSA, HAZMAT, OSHA, etc.?
Who Regulates?
Failure of the State (inc. Feds) to Regulate a new industry
  • Have the SPECIAL RISKS of these brand-new Type-4 CNG trailers been evaluated
    by ANY Federal or State Regulatory Agency?

Are Drivers Qualified?

  • Do you drivers undergo any special training on each tractor-trailer configuration?
  • Do your drivers take 3-day qualification test with an experienced driver?
  • Do you only hire experienced HAZMAT drivers?
  • Do you have a high turnover rate of drivers?
Are Emergency Responders Prepared for dealing with this?
  • If a trailer is on fire, should you douse it with water, or not?
  • Does dousing with water create a greater risk of explosion?
  • Is it "better" for the Pressure Relief device to blow in a fire, creating a massive flamethrower,
    or is it better to keep the PRDs cool, and allow the tank to explode?
Approval Process:

  • Were the At-Risk Communities along the route part of the permitting and approval process?
  • Were there any public hearings along the route?
  • Were there Public Scoping sessions?
  • Were the communities along the route, especially the people living and working within either the Explosive PIR or the Thermal PIR notified of this operation?
Specific Hazards of this Route:

  • How many Day Care Centers, Hospitals, Schools, Shopping Centers,
    and Apartment Buildings, and Residential homes exist along this route?
  • What about gas stations, bulk chemical storage or other hazards?
    What about critical infrastructure like electric substations?

  • What could go wrong when Overweight, Misconfigured Trucks, pulled
    by underpowered tractors, with inadequate brakes, travel down a road
    with a 9% grade with an electrical substation at the bottom, in the winter
    when it's snowing? Times 100+ trips per day?
XNG Operational Issues

  • What happens if there is a road closure (e.g., accident or snowstorm) along the route.
    • Do the trucks shelter in-place?
    • Do they make a Turn Around and go home?
    • Or do they stack up at the end?
  • What exact hazard or weather conditions would cause XNG to stay on the interstate?
  • Do any of your tractors or trailers have safety features disabled?
  • Are your Titans or Quantum trailers equipped with burst disks? Have these been disabled?
  •     Why do your trucks drive in clusters of 2 or 3?
  •     Do your trucking logistics change at night?
        (greater volume? different routes? different equipment? heavier loads?)
  •     Do your Electronic Log Devices transmit telemetry data reliably at every point along the route?
  • Describe your process of filling a trailer.
  • Do you Double Fill your trailers? Why?
  • Do you fill your trailers to more than 3,600 psi?
  • Are the CNG Freightliner Cascadia tractors rated for only 60,000 GVW?
  • What is the risk to public safety if an 81,000 lb GVW combo carrying HAZMAT is pulled by a tractor rated for 60,000 lb GVW?
  • How much do you trailers weight? Loaded? Unloaded? (Quantum, Titan, Lightstore)
  • There were several press stories that XNG had purchased Quantum VP-650s and Titan-XLs.
  • Do the CNG Freightliner Cascadia tractors have a functioning Jake Brake, or Engine Retarder?
  • Do the CNG Freightliner Cascadias have known defects with the steer-axle?
  • A Virtual Pipeline is a midstream company. You don't own the gas.
    Who are your actual customers on each end? Buyers and Sellers?

Weight / Scales:

  • Is it true some of your combinations have been weighed in excess of 80,000 lbs?
  • When a driver or yard master changes a tractor from a Quantum to a Titan, is the Fifth Wheel adjusted to this new load configuration?
  • What are the risks if a tractor's fifth wheel is not adjusted correctly?
  • Are all of your trucks equipped with a functioning 5th-Wheel Trailer Hitch Weight Scale?
  • Do you have scales at either Manheim Station or Forest Lake?
  • Do you avoid scales for a reason?
  • Why don't you take the interstate, I88, which is safer, and where there are scales?
  • If you don't weigh your vehicles, how can you be sure they are not overweight?
  • Have your vehicles ever been found to be over 80,000 lbs GVW?
Trucks / Trailers Liability

  • Do either XNG or the trailer manufactures have insurance to underwrite the risks involved?
  • Who assumes the risks these trailers create by travelling through our neighborhoods?
  • If it is found that a Hexagon or Quantum CNG trailer is defective,
    and people are injured due to the defect, are these companies adequately
    bonded to cover a possible worst-case catastrophe?
  • What do the balance sheets of Hexagon and Quantum look like?
  • Have either Hexagon or Quantum declared bankruptcy? or are near such?
Environmental Impact Statement:

  • Was an Environmental Impact Statement prepared under either federal (NEPA) or State Law (SEQRA)?
  • Who was the lead agency?
  • Where there public hearings or public scoping sessions?
  • Were the routes examined as part of a comprehensive EIS?
XNG is a BAD ACTOR-- the worst in a league of pirates, theives, and liars

  • Do you have a permit for your two compressors in Pennsylvania?
  • Do you have a permits for *any* of your 5 (or 6?) compressors in Manheim?
  • Do you have tracking devices which track speed, location, and weight of your vehicles?
  • Do you you encourage your drivers to speed?
  • Are you aware that your drivers routinely drive with excessive speed and have been reported driving aggressively?
  • When you Electronic Log Device records excessive speed,
    what is your policy for citing drivers?
  • Do you issue tickets to all drivers who are detected speeding?
  • How can you be legally engaged in bulk, wholesale, interstate commerce in natural gas,
    when you are operating without a Natural Gas Act Section 7 FERC Certificate of Public Convenience for either
    Manheim Station or Forest Lake, as is required by law?
  • Do your vehicles have adequate brakes and power for the hilly route you've chosen?
  • Your drivers have been observed "riding their brakes" down the Mohawk Valley hill. Does this create a safety risk?
  • There is one point along the route where 80 intersects 28, where there is a steep 9% grade, and an electrical substation at the bottom of the hill.
    My question is, what could go wrong?
  • Matt Smith wrote to Art Klingler on Sept 12th and said, "Please know - again - the trucks CANNOT explode (physically impossible)". SEE ATTACHED IMAGE BELOW.
    Really?


  • What about the many videos of CNG buses, and garbage trucks with the same type of Type-4 Carbon Fiber Tanks (only smaller) exploding.
Safety Incidents

  • How many safety incidents have you had since operating PA or NY?
  • How many motor vehicle accidents?
  • Have any of your trailers vented, either at the depot or on the road,
    due to equipment failure, over pressurization, or other reason?
  • What happened to the trucks and trailers in the 3 prior rollover accidents?
  • What happened in Binghamton on May 27, 2017 which was reported to the National Response Center? Was I-81 closed at Front Street and why?
  • Have First Responders ever reported a visible vapor cloud close to the ground during an emergency venting situation? Is this contrary to what you tell people?

OSHA questions

  • Do you make your drivers complete two full runs in a shift?
  • Do drivers ever have to work more than 12 hours?
  • Do you require drivers based on either Montrose or Manheim to being their shift at a drop-yard?
Missing Permits

  • Do you have a bulk storage permit for 440 Prentice Road or any of your drop yards?
  • What is the purpose of your facility at 440 Prentice Road, in Vestal?
  • How many drop yards do you maintain? Locations?
  • Did XNG petition the NYS PSC for a declaratory order seeking a lack of jurisdiction?
  • Did XNG petition FERC for a declaratory order seeking a lack of jurisdiction?
  • Did XNG apply for air quality permits for any compressors at Forest Lake?
  • Did XNG apply for air quality permits for any of the electric compressors at Manheim?
  • Did XNG apply for air quality permits for any of the gas-fired compressors at Manheim?
  • How many gas-fired compressors at Manheim?
  • You told Town of Manheim in 2016-2017 that you were adding a "5th compressor".
    Did you also tell Town of Manheim this new compressor was gas-fired?
  • Did you inform the NYS PSC, the NYS DEC, or FERC of your intention to reverse the flow at Manheim?

LNG?

  • We've heard XNG has applied for a permit for an LNG facility at Forest Lake.
    We know you are already overweight with less exotic CNG trailers.
    What is the use-case for LNG?
Exports?

  • We know these trailers are actually ISO shipping containers. Are you planning on doing CNG on LNG exports?
UNLOAD PROCEDURE:
  • "At any point during unloading,
    are your trailers exposed to a vacuum?"
  (Yes they are, and it voids the warranty. The big compressor
in Manheim is essentially a vacuum cleaner which sucks out the gas)

  • How long doe it take to fill a trailer?
  • How long does it take to unload?
  • Are these type-4 tanks ever empty?
  • What percentage of the unload cycle are these tanks exposed to a vacuum?
  • At the Otsego County incident 9/12/2017:
    Why were the 2,000 lbs of gas in the fuel tanks vented, but the 2,000 lbs of gas in the storage tanks not vented?
  • Regarding the 3 tractor-trailers which experienced rollovers or tipovers, what happened to the tractors?
    What happened to the tank container, and the chassis? Where any of these parts put back into service?

Nicole Dillingham on WKTV re: #BombTrucks

Great job by Kirk Tupaj of WKTV on this EXCELLENT Interview w/Nicole Dillingham of Otsego 2000 (and candidate for Otsego Co. Legislature) as she talks about the danger of high-pressure CNG #BombTrucks traveling in our communities.


Nicole makes the case for why these trucks should stay on the interstates:

  • County roads often have no shoulders
  • not divided
  • no passing lanes
  • no pullout lanes
  • no weigh stations
She also asks some great questions:

  • What is the potential impact radius for a burn or a (God forbid) explosive scenario?
  • Has US DOT done destructive testing under real-world conditions?

XNG spokesman Jon Pierce, a CRISIS COMMUNICATIONS specialist with Pierce Communications, lays down some real WHOPPERS.

Now just the fact that XNG has hired this guy suggests to me that XNG is "on the ropes", on the defensive. They know they have a problem. A BIG Problem.

But just check how ridiculous this guy's response is.
  • Compares XNG trucks to Walmart trucks, and furniture delivery trucks (I am not kidding....)
  • Trucks only use DOT approved routes.
    (No designated HAZMAT routes in NY outside NYC)
  • The tanks are reinforced.  (I wouldn't say that)
  • They don't "crack open". (But they CAN rupture.)
  • Released Compressed Natural Gas does not "go up unto the air".
    (FUNNY! Every other industry PR guy says it does)
  • "Or go up into a ball of flames or anything like that." -- (UH, YES IT CAN, like if the truck is sitting in a diesel fire)
  • "[Vented gas will dissipate] slowly along the ground."

    (HA! A moment of TRUTH! While the rest of the industry DENIES this happens, I have recordings of First Responders talking about a vapor cloud along the ground)

YOU MAY RECALL last month, the Canadarago Lake Improvement Association and the Richfield Area Chamber of Commerce brought in some lay-researchers from the community (Keith Schue, Craig Stevens, and Bill Huston) to speak about the Horrors of Unregulated #BombTrucks, like the latest rollover crash in Otsego County. (XNG was invited, but declined.)

Then, Executive VP Matt Smith promised to return with their own meeting, which they can control.

But wha...? Now it's being sponsored by Otsego County? We first heard there would be no public comment or questions taken. Let's hope they re-think that strategy.

Pass the word about this one, friends.
